This is not a request for proposal, invitation to bid, request for proposal abstracts or quotations, or an announcement of a solicitation and does not commit the Government to solicit or award a contract now or in the future. No solicitation is available at this time, nor is there an estimated date of solicitation release at this time. This information is subject to change and in no way binds this office to pursue any course of action described herein. Response to this Sources Sought Synopsis/RFI is strictly voluntary and will not affect any potential offeror's ability to submit an offer if a competitive solicitation is released. No entitlement to payment of direct or indirect costs or charges will arise as a result of preparing submissions in response to this synopsis or the Government's use of the information provided. The Government is not liable for any costs incurred by any respondent to prepare and/or submit its response to this Sources Sought Synopsis/RFI or subsequent submittals of information. The Government encourages all responsible businesses, including small businesses(SB), 8(a), HUBZone, Economically Disadvantaged Woman-Owned (EDWOSB), Woman-Owned (WOSB), and Service Disabled Veteran-Owned (SDVOSB), to respond to this Sources Sought Synopsis and RFI. Respondents to this Sources Sought Synopsis and RFI may be requested to provide additional information/details based on their initial submittals. Submittals will not be returned to the sender.

This Sources Sought Synopsis/RFI is issued to obtain information for use by the Air Force Material Command, Air Force Test Center, Strategic Services Management Office (AFTC/PZZB), Eglin AFB, Florida, for market research and planning purposes only.

REQUIREMENTS: The Eglin Test and Training Complex (ETTC) at Eglin AFB, Florida provides engineering and technical services in support of the research and development, test and evaluation, and training missions. The management and technical support of these missions include planning, provisioning, execution, analysis, and reporting. The 728 square mile Eglin test and training Complex and United States Army Training Range (USATR) includes technical facilities, test and training mission support, engineering support for range system design/modification/range configuration, and range support services required to accomplish authorized range activities. The mission oriented capabilities of the Eglin Test and Training Complex (ETTC) are provided by general purpose sites/systems, the Armament Systems Test and Training Environment Land Range Test Complex, Multi-Spectral Test and Training Environment (MSTTE), Eglin Gulf Test Range, ground test facilities and various miscellaneous range support instrumentation systems. Test and training activities are not limited to Eglin AFB (EAFB) and may include efforts at other locations both inside and outside the continental United States.

The Government is seeking sources which possess the enhanced security program clearances, skills and experience to satisfy the Government's ETTC Operations and Maintenance support requirement for a short term duration of approximately six months to provide operational continuity from 1 April 2016 thru 30 September 2016 while a follow-on Contract transition period is in progress.

Specific Requirements to be met prior to start of period of performance on 1 April 2016:

1. Be able to meet all operational requirements described above.

2. Have all enhanced program security clearances in place.

3. Meet diverse staffing requirements.

4. Have a Cost Accounting Standards (CAS) compliant accounting system.

5. Must be compliant with provisions of 41 U.S.C. chapter 67, Service Contract Labor

Standards.

CAPABILITIES STATEMENT: All interested vendors shall submit a capabilities statement that explicitly demonstrates their capability to provide/perform the requirement stated in this notice. The capabilities statement should be brief and concise, yet clearly demonstrate an ability to meet the stated requirement. The response must not exceed 15 pages.

Small businesses with only partial capabilities of this requirement are encouraged to submit their capabilities statement demonstrating the portion of the requirement they are capable of providing/performing. This information will allow the Government to identify areas of possible breakout or possible subcontracting opportunities.
